?200m boost in personal care denied to young Scots Disability groups welcomed a cash injection of ?200m making personal care free for pensioners in Scotland. But they warned the move will create ?a two-tier community care system,? leaving younger disabled people still having to pay for such care. The Scottish Executive has announced that ?100m a year for the next two years will be spent on personal care for older people, starting in April 2002. In addition, a further ?86m will be put into health services over the next three years. Capability Scotland hailed the move as ?a significant step forward?, but Kate Higgins, policy and parliamentary manager, added: ?It would be inequitable for younger disabled adults to have to continue to pay for personal care after charges for similar services are removed for older people. ?We will continue to campaign to ensure that this doesn?t happen.?
