Vehicle Excise Duty

The Vehicle Excise Duty (VED) is more commonly known as the Road Tax.

VED is levied on all vehicles, but if you are a recipient of the Higher Rate of the Mobility Component of the Disability Living Allowance (DLA) or the War Pensioners' Mobility Supplement you can apply for an exemption certificate.

How to apply for an exemption

If you are in receipt of the Higher Rate of the Mobility Component of the Disability Living Allowance, the Disability Living Allowance Unit will automatically send you an application form for a Vehicle Excise Duty (VED) exemption certificate.

Alternatively, you may get an application form from: the Disability Living Allowance Unit, Warbreck House, Blackpool FY2 0UE, tel: 08457 123456.

If you are in receipt of the War Pensioners' Mobility Supplement you can obtain an application form from: the War Pensions Directorate, North Fylde Central Office, Norcross, Blackpool FY5 3TA, tel: 0800 169 2277.

Once these forms have been completed and returned, you will receive your exemption certificate. However, these certificates do not guarantee exemption as it is ultimately up to the Department for Transport (www.dft.gov.uk), through the Driver and Vehicle Licensing Agency (DVLA) ( www.dvla.gov.uk ), to decide whether individual applications should be allowed.

You will need to complete another application form and send (together with your vehicle registration document, certificate of insurance or cover note) the exemption claim certificate and the MOT certificate (if applicable) to your nearest or most convenient DVLA. If satisfied, the DVLA will issue you a 12 month exempt licence and an exempt licence disc.

How to use your exemption

Once your application for VED has been granted, you will receive an exemption certificate and a licence disc.

This licence disc must be displayed on your vehicle and renewed on expiry.

Once you receive your certificate of entitlement you may claim a refund on duty on your current licence. A refund of duty is payable for each full month left to run from the time the licence is surrendered.

Exemption is limited to one vehicle, at any one time, which must be registered in the name of the beneficiary.

You should claim your refund from the DVLA.

Conditions of use

There are various conditions associated with VED:

  • it is accepted by the Department for Transport that you do not need to be in your car on every occasion that it is used, but the vehicle must be in use on your behalf, for example, doing your shopping, collecting a prescription, changing library books
  • the DTLR has also accepted, in the case of journeys to and from work, that if the driver regularly returns home during the day to attend to your needs and uses the car for this purpose, then those journeys can all be considered as legitimate use of the exemption
  • it is not intended, however, that VED exemption should be given on a car which is driven for ordinary day-to-day purposes by a non-eligible person, simply because there is a disabled person in the family. If the vehicle is used in this way then entitlement to the exemption will be lost.
