DLA Consultation paper - are they having a laugh with this section of the policy?

    Hello everyone,

I've been reading the DLA Consultation paper on the DWP website and I came across question 20 of the new proposed policy. Am I missing the point here or have I misunderstood the situation?

I thought the whole point of re-assessing all of us that currently have DLA including ones with indefinate awards like myself, was to reduce the number of claimants but if the section below comes into effect, what would that mean?

The individual must comply with residence and presence rules

As copied from the DWP website:
    20. We will continue to apply residence and presence conditions as part of the eligibility requirements for the receipt of Personal Independence Payment. Currently one of the conditions of receiving DLA is that someone is ordinarily resident in Great Britain. However we are considering moving towards a form of the habitual residence test to be consistent with other Department for Work and Pensions benefits.

    Living out of Britain

Does this mean that someone living outside of Britain will be able to claim DLA or the new benefit PIP?

If so, how is getting rid of the Government targetted 20% off all current claimants of DLA in the UK going to work, when they are opening the doors to anyone outside of the UK to claim?
