Motability insurance changes

Anyone tried changing a driver this year? My mom changed a driver Tuesday and when asked about the new rules she was told they weren't implementing them yet. There is a recorded voice stating that RSA are very busy at the moment but when asked when the changes would come in to force the advisor couldn't confirm a date. Interesting don't you think? Wonder if they are reconsidering?

I was just wondering if by insurance changes do you mean the changes where under 25s can't drive a car over 115 Brake horse power aswell? Because I was concerned about whether they have implemented those changes yet because I have ordered a car which is over 115 bhp last week and it went through and they said they would sort of my insurance etc and they confirmed a delivery date so I hope I won't be refused insurance from RSA, do you know if these changes are still pending.
