I'm sorry for being thick, but what is a DM, please?

DM is Decision Maker. They look at specific claims where there may be some uncertainty in the original claim, but they spend most of their time with appeals. As in your case, they will look at the original claim, the Atos report and all other documentation and decide if the procedure has been followed correctly, if they feel it has then they will send the appeal to tribunal stage.
