Turned down for PIP months ago, try again?

Back around the start of december I applied for PIP for the first time, sent in the forms and went for the face to face appointment. That was where it went wrong, the woman who spoke to me was clearly not trained propery, she said "Clearly you have no problems walking or planning routes because you got here"
Now, I'd like to mention that I was driven there by my uncle, took the elevator up, and quite clearly have visible walking difficulty. I scored 4 points in total.
The letter I got back said something along the lines of "You said you had difficulties with [list of things]. We found that you hade no dificulties.
    No other explanation given.

I was thinking of reapplying for PIP, but I'd like some advice, I have no idea why I was refused in the first place and the whole process was very difficult and stressful so I'd like to go in well prepared

A bit of background here, I have Cerebral palsy and autism as well as several undiagnosed mental health issues (I didn't mention anything that wasn't diagnosed in my application)

Looking at the point system PIP uses, here's what I believe I should have been awarded and a short explanation of why. I explained in much more detail in the application form.
    Dailiy Living
Preparing food - 4 points. I cannot prepare even simple food without someone doing most of the work moving things, lifting etc
Taking Nutrition - 2 points. I have to use specialised equipment to eat properly
Washing and bathing - 3 points. Cannot get in and ot of bath or wash hair
Dressing and undressing. I wasn't sure about this one, I cannot tie shoelaces or do buttons but can otherwise dress myself
Communicating verbally - 4 points. I have to have somebody with me to help if I have to communicate verbally
Engaging with other people face to face - 4 points. This is very difficult and sometimes impossible for me.
    Mobility
Planning and following journeys - 10 points. I can't go anywhere without assistance unless I have been there many times over several years
Moving around. I wasn't sure about this, I cannot walk far without a cane, maybe 10 meters? And walking at all causes me considerable pain.

I also had 2 operations and many years of physical therapy

Looking at every official resource I should have gotten PIP but I didn't and its so frustrating not to know why. Advice please?

You need to Appeal. Sounds like same person who did mine and I had to go up an elevator. Was not interested at all saying stuff like you mentioned being sarcy with it.

How long is it since you were turned down? It may be too late to appeal, but you could reapply. However, you may have overestimated how many points you should be awarded as it isn't as clear cut as it first appears.

For example on communication you can only score points for poor speech/hearing that need another person to interpret. If someone is with you because of anxiety you will not score points for communication; assistance due to anxiety comes under engaging with people face to face only.

Planning and following journeys is likely to only give you 4 points if you are accompanied due to anxiety - to score higher, the person with you has to be doing the route planning and navigation because you have cognitive or sensory problems. If they are there for reassurance it is classed as "needs prompting".

put in a request for the PA4 assessors report, this will show what they wrote about you at your assessment.

you may then be able to see how to approach going forward, bear in mind that the dwp may still look at and use the information from this application when you make a new one.
