    So the sister took the car keys while the Brother was out. If the Brother was so dependant on the Motability Car as Stated, (see above quotes), why was the Brother not in the Car as it was claimed he couldn’t have a life with out it as he cannot walk very far at all.

    So the question must be asked, How did he manage to go out without his car?

    With all due respect that is a bit harsh. He may have gone out in a taxi or a friend or another relative could have taken him out in their own vehicle.
